The III GR-Congress was held in Moscow in November

On November 17, 2011, the Third GR Congress was held in Moscow and was attended by over a hundred people - public officials, practitioners of GR sector, researchers and academics. The event was organized by Russian Association of Communication and Center for Study of Interaction between Business and Government (More information on the portal

During the event, the participants acquainted with the actual state of interaction of business and government in Russia and abroad, considered mechanisms for lobbying  in the context of anti-corruption focus on ethics of civilized lobbying. List of keynote speakers consisted of the former president of the American League of Lobbyists Andrews Wright, Association of European Business’ CEO Frank Shauff, Chairman of the Russian-German Chamber of Commerce Michael Harms, Deputy Director of "Norilsk Nickel" Vyacheslav Poltavtsev, President of the "Russian House” company in Washington Edward Lozansky, Deputy Director of the American Institute in Ukraine, a lawyer and principal in the company Squie, Sanders & Dempsey James Jatras and others.

The Ukrainian experience and practical implications of tools of lobbying and the current situation on development of legal framework of regulation of lobbying activities were presented by the Head of the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine Leonid Kozachenko and by Director of the Professional Lobbying and Advocacy Institute Dennis Bazilevych.

Two important publications were issued specifically for the Congress: translation of the monograph "Regulating Lobbying: A Global Comparison” (by Raj Chari, John Hogan and Gary Murphy) and the textbook «GR-relations with Government: Theory, Practice and Mechanisms of Cooperation between Business and Civil Society with the Government”.

In order to promote professionalization of lobbying in Russia, organizers initiated awarding ceremony for the best specialists in this field.

As one of major results of the event, all the participants of the GR-Congress expressed the needs in development of legal regulation of lobbying activities in Russia.
